I've never seen/heard this instrument before, it's nice. Who is the man playing, Tariverdiev himself?

It’s Alexei Arkhipovsky. Tariverdiev died in 1996.

The instrument is called balalaika. It’s the most famous Russian folk instrument. There is also a Yiddish song about shidduch called “Tum balalaika”.
